Answer:

Select the desired object (s).
Position the mouse pointer over the Pan/Tilt Multi-Throttle. The throttle divides into four buttons with direction arrows on them.
Click an arrow to tilt the object in the desired direction by increments.
Ctrl/Command-click to tilt it in smaller increments.
To move in larger increments, click and hold a button, then drag the throttle button in the desired direction. The farther from the center the button travels, the grater the tilt.
